You are rolling the dice across a broad rarity range, and most of the time you will not see anything exciting. Still, it is an easy side channel. When you are done with a dungeon or a world event, dumping Obols into gloves can be worth doing just because it costs nothing but patience. A lot of players pick up odd uniques this way over time, even when they are not trying very hard to.
As for who really uses Hands of the Worldbreaker, the answer is pretty narrow. They belong to the Apocalypse Warlock first and everything else second.
